What is on a DEWA bill?

A DEWA bill is not just electricity and water — it bundles several Dubai government and municipality charges into a single monthly invoice. Here is what you are paying for, line by line:

1. Electricity charge (slab tariff)

DEWA charges electricity using a four-slab tariff. The more you use in a month, the higher the rate per kWh on the additional consumption:

2. Water charge (slab tariff)

Water is also tiered, billed in imperial gallons (IG) — not the US gallon. One imperial gallon equals 4.546 litres.

3. Fuel surcharge

A variable surcharge that reflects the cost of fuel used to generate electricity and desalinate water. Currently around 0.065 AED per kWh of electricity and 0.006 AED per IG of water. DEWA reviews this charge regularly.

4. Sewerage charge

A small charge per IG of water consumed (around 0.0035 AED/IG), collected on behalf of Dubai Municipality for sewerage treatment.

5. Housing fee (5% of annual rent)

The Dubai Municipality housing fee equals 5% of your annual rent, divided across 12 monthly DEWA bills. If you pay AED 80,000 in annual rent, your monthly housing fee is approximately AED 333.

6. Knowledge fee and Innovation fee

Two fixed charges of AED 10 each, applied to every residential bill regardless of consumption. Total: AED 20 per month.

Why summer bills triple in Dubai

Air conditioning is by far the largest expense in a Dubai DEWA bill. Between May and September, when daytime temperatures regularly exceed 40°C, AC running almost continuously can push a 1-bedroom apartment from 800 kWh in winter to 2,500+ kWh in summer.

That increase also pushes you into higher tariff slabs — for example, the move from below 2,000 kWh (0.23 AED/kWh) to the 2,001–4,000 kWh slab (0.28 AED/kWh) means every additional unit costs more than the previous one.

How to lower your DEWA bill

  • Set AC to 24–25°C. Each degree lower can add 5–8% to your electricity consumption. 24°C is the DEWA-recommended comfort setting.
  • Use ceiling fans together with AC — they let you raise the thermostat by 2–3°C without losing comfort.
  • Close curtains and blinds during the day, especially on south- and west-facing windows.
  • Service the AC filters every 3 months. A clogged filter can increase consumption by 15%.
  • Switch to LED bulbs — they use 80% less electricity than halogen and last much longer.
  • Fix water leaks fast. A dripping tap can add 1,000+ IG to a monthly bill.
  • Use the DEWA Smart App. It shows your live consumption and alerts you when usage spikes — early warning that something is running you didn't expect.

Setting up DEWA when you move into a new home

  1. Sign your Ejari (tenancy contract registration).
  2. Visit dewa.gov.ae or use the DEWA Smart App.
  3. Choose "Move-In Request" and upload your Ejari, Emirates ID, and passport.
  4. Pay the security deposit (AED 2,000 for apartments, AED 4,000 for villas — refundable when you move out).
  5. Pay the AED 110 activation fee.
  6. Power and water are usually activated within 24 hours.

How is my DEWA bill calculated?

Your DEWA bill is the sum of several charges: a slab tariff for electricity (in AED/kWh), a slab tariff for water (in AED/imperial gallon), a fuel surcharge on both, a sewerage charge, the Dubai Municipality housing fee (5% of annual rent / 12), and fixed knowledge and innovation fees of AED 10 each.

What is the housing fee on my DEWA bill?

Why is my summer DEWA bill so much higher?

Air conditioning is by far the biggest electricity expense in Dubai. From May to September, AC running 24/7 can triple or quadruple your electricity consumption compared to winter months. Many residents see their summer bills 2–4× higher than winter bills.

What is the slab tariff system?

DEWA uses a "slab" or "tiered" tariff. The first portion of your consumption is charged at a low rate, and the rate increases as you use more. For example, the first 2000 kWh of electricity costs 0.23 AED/kWh, but anything between 2001 and 4000 kWh costs 0.28 AED/kWh. This encourages conservation.

How can I reduce my DEWA bill?

The biggest savings come from AC management — setting the thermostat to 24–25°C instead of 18–20°C, using ceiling fans, and closing curtains during the day can cut AC consumption by 30–50%. Water-saving showerheads, fixing leaks promptly, and unplugging idle electronics also help.

How do I read my actual DEWA bill?

You can view your current and past bills in detail through the DEWA Smart App or the DEWA online portal at dewa.gov.ae. Each bill shows your actual kWh and gallons consumed, the slab breakdown, and all surcharges.

Is this calculator accurate?

It produces a realistic estimate based on average consumption patterns for the apartment size, AC usage, and household size you select. Actual consumption varies based on appliances, insulation, building age, water-using habits, and how often you are home. For accuracy, always cross-check with your actual DEWA bill once you have one.
